                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE ISSUANCE OF A REQUEST FOR
   PROPOSAL TO PROVIDE WEST BEACH, OAHU WITH SEA WATER AIR
   CONDITIONING, AND FOR ITS EVALUATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The Preliminary Statewide Assessment of Sea
 
 2 Water Air Conditioning for Hawaii-Phase 1, a study commissioned
 
 3 by the department of business, economic development, and tourism,
 
 4 concluded that West Beach has good access to sea water air
 
 5 conditioning since it already has adequate bathymetry and
 
 6 oceanographic data available.  In addition, a large development
 
 7 has begun which will eventually require more than twelve thousand
 
 8 tons of air conditioning over a reasonably confined area.
 
 9      The study further finds that the sea water air conditioning
 
10 systems are not complex and have low technical risk as all
 
11 components are state-of-the-art.  The interfacing of such a
 
12 system with buildings can easily be accomplished with no
 
13 interference or changes required in the building's internal air
 
14 conditioning operations as only fresh chilled water flows through
 
15 each building.  When combined with the fact that power savings
 
16 for a large sea water air conditioning system as compared to a
 
17 conventional air conditioning can reach as much as eighty per
 
18 cent, the economic development of sea water air conditioning for

 1 the West Beach, Oahu complex is an economically and
 
 2 environmentally desirable project that should be encouraged by
 
 3 the State of Hawaii.  The best vehicle for such encouragement is
 
 4 the issuance of a request for proposal from the private sector
 
 5 for innovative, economically viable projects.  Such a request for
 
 6 proposal should provide sufficient incentive for private
 
 7 enterprise to come forward with proposals that are adequately
 
 8 documented to permit sound economic and environmental evaluation.
 
 9 This can be accomplished through the preparation by the
 
10 department of business, economic development, and tourism of such
 
11 a proposal and the holding of a prospective bidders conference
 
12 that will explain the objectives of the State and financially
 
13 encourage the private sector to enter this new area of
 
14 sustainable development.
 
15      The successful development of a sea water air conditioning
 
16 demonstration project will encourage Hawaii's tourist industry to
 
17 turn to this alternative to imported conventional fuel based air
 
18 conditioning as it refurbishes its aging facilities in the coming
 
19 decade.  The State will benefit by substituting local resources
 
20 and technical knowledge for expensive imported energy.  This will
 
21 improve its balance of payments.
 
22      The purpose of this Act is to appropriate moneys toward the
 
23 issuance of a request for proposal to provide West Beach, Oahu

 1 with sea water air conditioning, and for the evaluation of the
 
 2 proposals received in response to the request for proposal.
 
 3      SECTION 2.  There is appropriated out of the general
 
 4 revenues of the State of Hawaii the sum of $75,000, or so much
 
 5 thereof as may be necessary for fiscal year 1999-2000, to
 
 6 prepare, issue a request for proposal to provide West Beach, Oahu
 
 7 with sea water air conditioning, to hold a prospective bidders
 
 8 conference to ensure that responsive proposals are forthcoming,
 
 9 and to evaluate the proposals received in response to the request
 
10 for proposal.
 
11      SECTION 3.  The sum appropriated shall be expended by the
 
12 department of business, economic development, and tourism for the
 
13 purposes of this Act.
 
14      SECTION 4.  This Act shall take effect on July 1, 1999.
