DESCRIPTION:
Requires the DOE to adjust the staffing of counselors at schools
with a disproportionate number of at-risk students, so that
schools with a higher than average percentage of at-risk students
have an adequate number of counselors to counsel at-risk

                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION.
 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 302A, Hawaii Revised Statutes, is
 
 2 amended by adding a new section to be appropriately designated
 
 3 and to read as follows:
 
 4      "�302A-    Counselor to student ratios; at-risk students.
 
 5 (a)  The department shall set appropriate counselor to student
 
 6 ratios to promote effective learning and development of students.
 
 7      (b)  The department shall adjust the staffing of counselors
 
 8 at schools with a disproportionate number of at-risk students, so
 
 9 that schools with a higher than average percentage of at-risk
 
10 students have an adequate number of counselors to counsel at-risk
 
11 students.  As used in this subsection, "at-risk students" means
 
12 students with a family court record or failing grades, or both,
 
13 or who need special motivation with particular attention paid to
 
14 them.  All schools shall utilize the criteria, screening
 
15 processes, and documentation requirements for the comprehensive
 
16 school alienation program as the basis for designating "at-risk
 
17 students"."
 
18      SECTION 2.  New statutory material is underscored.
 
19      SECTION 3.  This Act shall take effect upon its approval.
