                    SENATE  CONCURRENT
                        RESOLUTION

  URGING THE BOARD OF EDUCATION TO ESTABLISH A POSITION OF
    MILITARY LIAISON OFFICER FOR THE BOARD OF EDUCATION.


 1        WHEREAS, the legislature finds that the military service
 2   members and their families constitute a large presence in
 3   Hawaii; and
 4   
 5        WHEREAS, because the military service members usually do
 6   not change their voter registration each time they move, they
 7   do not vote in elections for members of the Board of Education;
 8   and
 9   
10        WHEREAS, as a result, military service members do not have
11   a way to voice their concerns and needs regarding the public
12   school education system in Hawaii; and
13   
14        WHEREAS, the military parents are generally precluded from
15   input into the Board of Education membership and educational
16   policy issues that directly impact their children; and 
17   
18        WHEREAS, the legislature believes that adding a liaison
19   member from the armed forces to the Board of Education will
20   improve the communication and information flow between the
21   public education system and military service members and their
22   families; now, therefore,
23   
24        BE IT RESOLVED by the Senate of the Twentieth Legislature
25   of the State of Hawaii, Regular Session of 2000, the House of
26   Representatives concurring, that the Board of Education is
27   requested to establish a position of military liaison officer
28   for the Board of Education to serve as the voice of the
29   military service members and their families and to advise the
30   Board as to educational policy issues that directly impact
31   military children; and
32   
33        BE IT FURTHER RESOLVED that a certified copy of this
34   Concurrent Resolution be transmitted to the Board of Education.
