                    SENATE CONCURRENT
                        RESOLUTION

SYSTEM FOR THE LOCATION OF UNDERGROUND FACILITIES.

WHEREAS, S.B. No. 2285 would have required the Public
Utilities Commission (PUC) to establish a one-call system in
which all owners of underground facilities would be required to
participate, and under which an entity proposing to do
excavation would be required to provide prior notice to the
  system; and

WHEREAS, the one-call system would then locate underground
facilities in the area of the proposed excavation; and

WHEREAS, concerns were raised at the hearing on this
measure, including concerns that the PUC was not the
appropriate agency to administer the system, the measure
affects entities outside of the PUC's jurisdiction, mandating
the utilities' participation in the system would increase
utility rates, the State does not have the resources to mark
its underground facilities, and the measure lacks penalty and
  funding provisions; and

WHEREAS, further study of a one-call system is warranted
to address these concerns and to overcome the barriers to the
establishment of a one-call system; now, therefore,

BE IT RESOLVED by the Senate of the Twentieth Legislature
of the State of Hawaii, Regular Session of 2000, the House of

BE IT FURTHER RESOLVED that the working group include
