                    SENATE CONCURRENT
                        RESOLUTION

REQUESTING THE PUBLIC UTILITIES COMMISSION TO CREATE AND
    IMPLEMENT A STANDARDIZED INTERCONNECTION AGREEMENT.

WHEREAS, in the new economy, technology is rapidly
changing the way the world works, including how energy is
  generated; and

WHEREAS, venture capital is looking to invest in new
enterprises and Hawaii is uniquely attractive as a testing area
  for renewable energy; and

WHEREAS, as fuel cells and photovoltaics become
commercially available, residents of Hawaii may desire to
  utilize these emerging technologies; and

       WHEREAS, currently, different military installations
  generate their own power; and

WHEREAS, in the event of a natural disaster, each of these
generators could assist in providing electricity to other
  consumers; and

WHEREAS, maintaining the reliability of our electric grid
is of importance, so that any entity that wishes to provide
power to the electric grid must satisfy certain interconnection
  requirements; and

WHEREAS, currently, it may take up to five years per
agreement to resolve these issues; and

WHEREAS, having a standardized interconnection agreement,
publicly available on the Internet, would result in all
potential power generators knowing in advance the requirements
to connect to the electric grid; and

WHEREAS, this knowledge could lead to increased
competition in the area of electric generation, lowering costs
  of electricity for consumers; and
