                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY, IN
    CONJUNCTION WITH THE STATE FOUNDATION FOR CULTURE AND THE
    ARTS, TO SPONSOR A WORLDWIDE COMPETITION TO DESIGN AND
    INSTALL A SPECTACULAR SYMBOL OF CIVIC IDENTITY AT THE
    ENTRANCE OF HONOLULU'S OCEANFRONT.


 1        WHEREAS, a spectacular architectural symbol can provide
 2   character to the entrance to Honolulu Harbor and to the face of
 3   Hawaii's civic center, while being both inspirational to Hawaii
 4   residents and a major visual attraction to visitors to Hawaii;
 5   and
 6   
 7        WHEREAS, there are magnificent examples at other harbor
 8   entrances, such as the opera house promontory in Sydney; Hong
 9   Kong's and Manhattan's high-rise skylines; and San Francisco's
10   Golden Gate Bridge; and
11   
12        WHEREAS, plans for this symbol can be developed along with
13   comprehensive planning for the makai oceanfront in Honolulu;
14   and
15   
16        WHEREAS, Honolulu can develop its own majestic harbor
17   entrance feature, whether it is a structural edifice, a
18   promenade, or pure greenery; now, therefore,
19   
20        BE IT RESOLVED by the Senate of the Twentieth Legislature
21   of the State of Hawaii, Regular Session of 2000, the House of
22   Representatives concurring, that the Hawaii Community
23   Development Authority, in conjunction with the State Foundation
24   for Culture and the Arts, is requested to sponsor a worldwide
25   competition to design and install a spectacular symbol of civic
26   identity at the entrance of Honolulu's oceanfront; and
27   
28        BE IT FURTHER RESOLVED that the Executive Director of the
29   Hawaii Community Development Authority is requested to report
30   findings and recommendations to the Legislature twenty days
31   before the convening of the Regular Session of 2001; and
32   
33        BE IT FURTHER RESOLVED that certified copies of this

 1   Concurrent Resolution be transmitted to the Hawaii Community
 2   Development Authority and the State Foundation on Culture and
 3   the Arts.
