                    SENATE  CONCURRENT
                        RESOLUTION

  ENCOURAGING STATE AGENCIES TO WORK COOPERATIVELY TO ALLOW
    PUBLIC ACCESS TO HAIKU STAIRS.



 1        WHEREAS, Haiku Stairs are a unique structure with
 2   historical/cultural, educational, and recreational significance
 3   for the State of Hawaii; and
 4   
 5        WHEREAS, Haiku Stairs represent an historic feat of civil
 6   engineering, preserving an innovative use of natural topography
 7   in construction of the United States Radio Station Haiku, a
 8   vital element in Pacific military operations during World War
 9   II, and were found to be a significant contributing element in
10   a proposed Haiku Valley National Register of Historic Places
11   District; and
12   
13        WHEREAS, the Haiku Stairs offer an unparalleled
14   educational opportunity, enabling an experience of the varied
15   plant, weather, and geological zones of the windward pali in
16   relative safety, an experience that would otherwise not be
17   possible; and
18   
19        WHEREAS, Haiku Stairs are an unparalleled recreational
20   resource, providing an accessible cross-mountain hiking
21   experience with world-class views, connecting Haiku Valley in
22   windward Oahu across the Koolau Summit to trails leading into
23   Moanalua Valley in leeward Oahu; and
24   
25        WHEREAS, the Haiku Stairs are an irreplaceable public
26   resource for education, recreation, and cultural appreciation;
27   and
28   
29        WHEREAS, the City and County of Honolulu is undertaking to
30   repair Haiku Stairs for public use in view of its great value
31   for residents and visitors alike; and
32   
33        WHEREAS, access to the Haiku Stairs is over public lands
34   held and managed for various purposes by the Department of
35   Hawaiian Home Lands and the Department of Transportation; now,
36   therefore,

 2        BE IT RESOLVED by the Senate of the Twentieth Legislature
 3   of the State of Hawaii, Regular Session of 2000, the House of
 4   Representatives concurring, that the Department of Hawaiian
 5   Home Lands and the Department of Transportation are requested
 6   to work cooperatively to allow public access to Haiku Stairs,
 7   in a manner consistent with the underlying purposes for which
 8   the land is held; and
 9   
10        BE IT FURTHER RESOLVED that certified copies of this
11   Concurrent Resolution be transmitted to the Chairperson of the
12   Hawaiian Homes Commission, the Director of Transportation, and
13   the Mayor of the City and County of Honolulu.
