                    SENATE  RESOLUTION

  REQUESTING A REVIEW AND EVALUATION OF AIR CONDITIONING
    MAINTENANCE SERVICE OF ALL STATE FACILITIES. 


 1        WHEREAS, in state facilities such as the State Capitol,
 2   public schools, and other state offices, appropriate air
 3   conditioning maintenance and air quality standards must be met
 4   in order to prevent the spread of viruses and antigens
 5   throughout the building; and
 6   
 7        WHEREAS, it appears that the current air conditioning
 8   service contract provider may not be performing service and
 9   maintenance up to appropriate standards; and
10   
11        WHEREAS, the Legislature recognizes that the Department of
12   Accounting and General Services (DAGS) needs additional support
13   from the Legislature to ensure adequate air quality standards
14   in state facilities; and
15   
16        WHEREAS, DAGS has indicated that the minimum requirement
17   to verify the performance of maintenance contractors is to
18   establish a new Mechanical Engineer V, SR-26 position at
19   $41,772 per year; and
20   
21        WHEREAS, DAGS has also proposed an extensive three phase
22   action plan consisting of surveys, inspections and corrective
23   actions for facilities on Oahu and the Neighbor Islands the
24   cost of which is estimated at $1,350,000; and
25   
26        WHEREAS, the Legislature recognizes that the Department of
27   Health needs additional support to assist DAGS in ensuring air
28   quality standards in state facilities; now, therefore,
29   
30        BE IT RESOLVED by the Senate of the Twentieth Legislature
31   of the State of Hawaii, Regular Session of 2000, that the
32   Department of Accounting and General Services is requested to
33   review the performance of the current air conditioning
34   maintenance service providers of all state facilities; and
35   
36        BE IT FURTHER RESOLVED that the Department of Accounting
37   and General Services after consulting the Department of Health,
38   is requested to report findings and recommendations, if any, to
39   the Legislature no later than twenty days before the convening
40   of the Regular Session of 2001; and

 2        BE IT FURTHER RESOLVED that certified copies of this
 3   Resolution be transmitted to the Department of Accounting and
 4   General Services and the Department of Health.
