                    SENATE RESOLUTION

SUPPORTING A MISSILE DEFENSE SYSTEM FOR HAWAII.

WHEREAS, Hawaii's geographic isolation is such that it is
more vulnerable to certain types of enemy attack; and

WHEREAS, a bipartisan United States Congressional
Ballistic Missile Threat Commission, headed by former Defense
Secretary Donald Rumsfeld, unanimously concluded in July, 1998,
that missile technology is rapidly evolving and that the United
States could face a serious missile threat in less than five
  years; and

WHEREAS, the August 30, 1998, launch of a North Korean
device was seen as foreshadowing the possible threat; and

WHEREAS, several Pentagon programs are underway that hope
to provide a defense against potential enemy attack---programs
such as the Navy Theater Wide Defense system, the National
Missile Defense system, the Patriot Pac-3 Missile system, and
the Theater High Altitude Area Defense system; and

WHEREAS, the State of Hawaii, is the headquarters for the
Pacific Command and the site of numerous strategically
important military installations including Pearl Harbor, Hickam
Air Force Base, Schofield Barracks, and others; and

WHEREAS, the central Pacific location of Hawaii is made
more vulnerable with increasing technology and range of
missiles from potentially aggressive governments; now,
  therefore,

BE IT RESOLVED by the Senate of the Twentieth Legislature
of the State of Hawaii, Regular Session of 2000, that the State
of Hawaii supports the efforts of the United States Congress to
establish an effective defense against the possibility of a
  missile attack; and

BE IT FURTHER RESOLVED that certified copies of this
Resolution be transmitted to the President of the United
States, the United States Secretary of Defense, and Hawaii's
