Sir:

     Your Committee on Finance, to which was referred H.B. No.
1006, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO A SENTENCING SIMULATION
     MODEL,"

begs leave to report as follows:

     The purpose of this bill is to establish a sentencing
simulation model that includes:

     (1)  A centralized, computer-based criminal defendant
          population database; and

     (2)  Computer modeling techniques to project the impact of
          different sentencing policies on future criminal
          justice and corrections populations and resources. 

     The Department of the Attorney General, the Department of
the Prosecuting Attorney for the City and County of Honolulu, and
the Honolulu Police Department supported this bill.  The
Department of Public Safety commented on this bill.

     Your Committee has amended this bill by:

     (1)  Changing the appropriation amounts to $1 in both fiscal
          years for discussion purposes; and

     (2)  Making technical, nonsubstantive changes for purposes
          of style, clarity, and consistency.

Committee is in accord with the intent and purpose of H.B. No.
