Sir:

     Your Committee on Labor and Public Employment, to which was
referred H.B. No. 1071 entitled: 

     "A BILL FOR AN ACT RELATING TO THE INSURANCE CODE,"

begs leave to report as follows:

     The purpose of this measure is to allow the Insurance
Commissioner to hire staff attorneys, exempt from the state civil
service laws.

     The Department of Commerce and Consumer Affairs testified in
support of this measure.  The State Farm Insurance Companies
commented on this measure.

     Your Committee has amended this measure by making technical,
nonsubstantive amendments for purposes of style, clarity, and
consistency.

     As affirmed by the record of votes of the members of your
Committee on Labor and Public Employment that is attached to this
report, your Committee is in accord with the intent and purpose
of H.B. No. 1071, as amended herein, and recommends that it pass
Second Reading in the form attached hereto as H.B. No. 1071, H.D.
1, and be referred to the Committee on Consumer Protection and
