Sir:

     Your Committee on Transportation, to which was referred H.B.
No. 1910 entitled: 

     "A BILL FOR AN ACT RELATING TO METROPOLITAN PLANNING
     ORGANIZATIONS,"

begs leave to report as follows:

     The purpose of this bill is to reduce the number of
residents which requires a county to establish a Metropolitan
Planning Organization (MPO).

     Your Committee finds, that under the present statute, only
the city and county of Honolulu is required to establish a MPO,
since it is the only county with a population in excess of
200,000.  Inasmuch as the counties of Hawaii, Maui, and Kauai do
not have sufficient populations to require a MPO, these counties
have less input in advising agencies responsible for
transportation planning related to airports, bikeways, harbors,
highways, and transit and waterways within the respective county.  

     This bill proposes to reduce the number of residents for the
requirement of a MPO from 200,000 to 100,000, thus requiring the
counties of Hawaii and Maui to do so.

     Testimony in opposition to this measure was received from
the Department of Transportation.  The Oahu Metropolitan Planning
Organization pointed out that this bill may require Hawaii and
Maui counties to establish Metropolitan Planning Organizatons.

     Your Committee has amended this bill by reducing the
population necessary to require the establishment of a MPO from
100,000 to 50,000, which then, will also include the county of
Kauai.

     As affirmed by the record of votes of the members of your
Committee on Transportation that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
1910, as amended herein, and recommends that it pass Second
Reading in the form attached hereto as H.B. No. 1910, H.D. 1, and
be referred to the Committee on Finance.
