Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 2259 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR UNIFORM
     LAWS,"

begs leave to report as follows:

     The purpose of this bill is to make an appropriation to
provide for the necessary funds for Hawaii's contribution to the
costs of the National Conference of Commisioners on Uniform State
Laws (NCCUSL) for the fiscal year 2000-2001 and for the costs of
sending Hawaii's delegation to the NCCUSL 2000 annual meeting.

     Testimony in support of this measure was received from the
State Commission to Promote Uniform Legislation.

     Your Committee finds that the work of the NCCUSL could not
be accomplished independently by the State of Hawaii.
Consequently, the continued support of and participation in the
NCCUSL by this State is essential to continue the work of
drafting and revising uniform laws concerning matters of state
interest.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 2259 and recommends that it pass Second
Reading and be referred to the Committee on Finance.
