Sir:

     Your Committee on Labor and Environment, to which was
referred H.B. No. 2261, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO VOLUNTEER SERVICES,"

begs leave to report as follows:

     The purpose of this measure is to statutorily establish a
State Volunteer Services Office within the Office of the
Governor.

     Testimony in support of this measure was received from the
State Volunteer Services, Institute for Human Services, Inc., and
Ahupua`a Action Alliance.  Testimony in opposition to this
measure was received from the State Attorney General.

     The State Volunteer Services Office has existed since the
early 1980's and serves a worthwhile purpose.  Your Committee is
in agreement that the office should be established statutorily.

     Article V, Section 6 of the State Constitution requires that
all state agencies, except for temporary commissions or agencies
for special purposes, be placed within a department.
Accordingly, your Committee amended this measure by placing the
Volunteer Services Office in the Department of Accounting and
General Services instead of the Office of the Governor.  

     As affirmed by the record of votes of the members of your
Committee on Labor and Environment that is attached to this

report, your Committee is in accord with the intent and purpose
of H.B. No. 2261, H.D. 1, as amended herein, and recommends that
it pass Second Reading in the form attached hereto as H.B.
No. 2261, H.D. 1, S.D. 1, and be referred to the Committee on
Ways and Means.
