Sir:

     Your Committee on Finance, to which was referred H.B. No.
2492 entitled: 

     "A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

     The purpose of this bill is to allow the Department of
Education (DOE) to:

     (1)  Retain and carryover up to five percent of
          appropriations for EDN 150, the Comprehensive School
          Support Services Program; and

     (2)  Transfer funds from EDN 100, the School-Based Budgeting
          Program, to EDN 150.

     This bill also requires DOE to submit a report regarding the
carryover of funds to the Director of Finance (Director) ninety
days after the close of each fiscal year.

     The DOE and the Hawaii State Teachers Association testified
in support of this measure.

     Your Committee has amended this bill by making technical,
nonsubstantive amendments to conform to statutory drafting
