Sir:

     Your Committee on Ways and Means, to which was referred H.B.
No. 2504 entitled:

     "A BILL FOR AN ACT RELATING TO THE HAWAIIAN HOMES COMMISSION
     ACT, 1920, AS AMENDED,"

begs leave to report as follows:

     The purpose of this bill is to transfer the power to approve
the hiring of staff by Department of Hawaiian Home Lands longer
than six years from the Governor to the Chairman of the Hawaiian
Homes Commission.

     Current law allows the Department of Hawaiian Home Lands to
hire temporary staff for two year periods up to a maximum of six
years.  The six year maximum may be waived upon a determination
that the contract employees are needed to provide critical
services to the Department.  Your Committee finds that this
proposed change will give the Chairman the authority to retain
individuals who are essential to the efficient operation of the
Department, and that this authority is consistent with that
provided to other departmental directors.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of H.B. No.
2504 and recommends that it pass Third Reading.
