Sir:

Your Committee on Water, Land, and Hawaiian Affairs, to

"HOUSE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF
HAWAIIAN HOME LANDS TO WORK WITH AREA RESIDENTS TO DEVELOP
USE OPTIONS FOR THE STADIUM BOWL-O-DROME PROPERTY,"

begs leave to report as follows:

The purpose of this measure is to request that the
Department of Hawaiian Home Lands consider the views of
McCully/Moiliili area residents concerning future development of
Department of Hawaiian Home Lands property where the Stadium
Bowl-O-Drome operated until its closure on December 31, 1999.

Testimony in support of the measure was submitted by the
Honolulu Japanese Chamber of Commerce and three private citizens.
Testimony in opposition was provided by a concerned individual.
The Department of Hawaiian Home Lands and numerous area residents
commented on the measure.

Your Committee finds it beneficial to foster community
harmony by encouraging residents to express their hopes
concerning development expected to take place in their
neighborhood. At the same time, your Committee acknowledges that
the Department of Hawaiian Home Lands is under a strict fiduciary
duty to manage the site for the benefit of its beneficiaries.

It is the understanding of your Committee that the
Department of Hawaiian Home Lands is willing to keep the area
