Sir:

     Your Committees on Health and Consumer Protection and
Commerce, to which was referred H.C.R. No. 202 entitled: 

     "HOUSE CONCURRENT RESOLUTION URGING THE OFFICE OF THE
     GOVERNOR TO DEVELOP AND AWARD CERTIFICATES OF RECOGNITION TO
     FAMILIES OF DECEASED ORGAN DONORS,"

beg leave to report as follows:

     The purpose of this concurrent resolution is to acknowledge
and respect family members of deceased organ donors by requesting
the Office of the Governor to develop and award certificates
recognizing the contribution made by families of deceased organ
donors.

     The Organ Donor Center of Hawaii, the Oahu Filipino
Community Council, and several individuals testified in support
of this measure.

     Organ donation does not happen without families who are
willing to make the decision to donate at the time of the loved
one's death.  Your Committees believe that this generous act
should be acknowledged and respected.

     As affirmed by the records of votes of the members of your
Committees on Health and Consumer Protection and Commerce that
are attached to this report, your Committees concur with the
intent and purpose of H.C.R. No. 202, and recommend its adoption.
