Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 2509, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO PROCUREMENT PRACTICES,"

begs leave to report as follows:

     The purpose of this bill is to require government
contractors to pay their employees the standard industry hourly
rate and the costs of applicable fringe benefits.

     Your Committee finds that this measure is necessary to
discourage contractors from winning public contracts by
underbidding their competitors and subsequently paying their
employees substandard wages. 

     Your Committee has amended this measure by changing the
effective date to July 1, 2010.  Amending the bill in this manner
will serve to promote continued discussion of the matter.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
2509, S.D. 1, as amended herein, and recommends that it pass
Third Reading in the form attached hereto as S.B. No. 2509, S.D.
