Sir:

     Your Committee on Transportation and Intergovernmental
Affairs, to which was referred S.B. No. 2686 entitled: 

     "A BILL FOR AN ACT RELATING TO VEHICLES,"

begs leave to report as follows:

     The purpose of this measure is to impose a fine of not more
than $500 for using a motor vehicle without paying the
registration tax and eliminates the requirement of knowingly
using a motor vehicle the tax upon which is delinquent before
being penalized.

     Testimony in support of this measure was received from the
Judiciary, and testimony in opposition to the measure was
received by a Honolulu resident.

     Upon consideration of all pertinent issues and testimony
presented, your Committee finds that this measure provides a
penalty provision necessary for adjudicating citations.  
  
     Your Committee has amended this measure by making a
technical, nonsubstantive change.

     As affirmed by the record of votes of the members of your
Committee on Transportation and Intergovernmental Affairs that is
attached to this report, your Committee is in accord with the
intent and purpose of S.B. No. 2686, as amended herein, and
recommends that it pass Second Reading in the form attached
