Sir:

     Your Committee on Judiciary, to which was referred S.B. No.
2751 entitled: 

     "A BILL FOR AN ACT RELATING TO THE RELIEF OF CERTAIN
     PERSONS' CLAIMS AGAINST THE STATE AND PROVIDING
     APPROPRIATIONS THEREFOR,"

begs leave to report as follows:

     The purpose of this bill is to appropriate funds from the
general revenues of the State of Hawaii to satisfy claims for
legislative relief, judgments against the State, settlements, and
miscellaneous claims.

     Your Committee received testimony from the Attorney General
who explained that the bill included twenty-one claims payable
from the general fund totalling $1,320,613.21 and two claims
payable from the state highway fund totalling $1,819,751.10.

     Your Committee has amended the bill by:

     (1)  Correcting the total amount appropriated in Bartlett v.
          State of Hawaii.  The correct amount is $57,787.95; and

     (2)  Adding the following four new claimants and
          settlements/judgments:

          (A)  Murphy Construction Co. v. State of Hawaii,
               $300,000.00;

          (B)  Naeole v. D'Enbeau, et al., $64,055.77;

          (C)  Reyes v. Kaneshiro, et al., $47,500.00; and

          (D)  Mae Nagaue, $426.97.

     As affirmed by the record of votes of the members of your
Committee on Judiciary that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
2751, as amended herein, and recommends that it pass Second
Reading in the form attached hereto as S.B. No. 2751, S.D. 1, and
be referred to the Committee on Ways and Means.
