Sir:

     Your Committee on Transportation and Intergovernmental
Affairs, to which was referred S.B. No. 3101 entitled: 

     "A BILL FOR AN ACT RELATING TO LODGING OR TENEMENT HOUSES,
     HOTELS, AND BOARDINGHOUSES,"

begs leave to report as follows:

     The purpose of the measure is to eliminate the requirement
of obtaining a business license from the county to operate
lodging or tenement houses, hotels, and boardinghouses, and
repeals the $10 annual license fee.

     Your Committee received testimony in support of this measure
from the City and County of Honolulu.

     Your Committee finds that lodging or tenement houses,
hotels, and boardinghouses, are regulated by both the State
Health Department and county departments regulating building and
zoning codes.  Therefore, requiring a county business license in
addition to these other regulatory processes is an unreasonable
government regulation on such businesses.   

     As affirmed by the record of votes of the members of your
Committee on Transportation and Intergovernmental Affairs that is
attached to this report, your Committee is in accord with the
intent and purpose of S.B. No. 3101 and recommends that it pass
Second Reading and be referred to the Committee on Ways and
Means.
