STAND. COM. REP. NO. 468

                                   Honolulu, Hawaii
                                                     , 1999

                                   RE: S.B. No. 855

Honorable Norman Mizuguchi
President of the Senate
Twentieth State Legislature
Regular Session of 1999
State of Hawaii

Sir:

Your Committee on Health and Human Services, to which was
referred S.B. No. 855 entitled:

"A BILL FOR AN ACT RELATING TO OFFICE OF COMMUNITY
     SERVICES,"

begs leave to report as follows:

The purpose of this measure is to establish an office of
grant writing within the Office of Community Services (OCS).

Your Committee received testimony in support of this measure
from the OCS and Na Loio.

Your Committee believes that OCS would greatly benefit from
a grant writing office to assist it in performing one of its main
functions, that of securing federal grants. Your Committee
intends that the grant writing office shall service all State
agencies if its help is requested. OCS states that its mission
does allow for this activity. Currently, the OCS spends much of
its time applying for grants rather than administering the funds
to fulfill its mission of facilitating and enhancing the delivery
and coordination of effective programs to assist economically
disadvantaged persons, immigrants, and refugees.

As affirmed by the record of votes of the members of your
Committee on Health and Human Services that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 855 and recommends that it pass Second Reading and be
referred to the Committee on Ways and Means.
