Sir:

     Your Committee on Economic Development, to which was
referred S.B. No. 99 entitled: 

     "A BILL FOR AN ACT RELATING TO WILDLIFE,"

begs leave to report as follows:

     The purpose of this measure is to add specific language in
the powers and duties of the Department of Land and Natural
Resources to preserve, protect, and promote public hunting.

     Testimony in support of this measure was received from the
Board of Land and Natural Resources, Hawaii Hunting Advisory
Council, Hawaii Hunting Association, Hawaii Citizens' Rights PAC,
Wildlife Conservation Association of Hawaii, Hawaii Rifle
Association, and three individuals.

     The Department of Land and Natural Resources currently has
the powers and duties to manage and administer the wildlife and
wildlife resources of the State, which include the wildlife
resources that are hunted.  

     Your Committee finds that Hawaii is one of the few states in
the nation where all the game birds and mammals that the public
hunts are non-native.  There has been a long history of the need
to control these game mammals to protect forested watersheds and
native ecosystems.  Aspects of game bird management is compatible
with native species management.

     Your Committee finds that this measure will codify the
importance and necessity of public hunting as a wildlife
management technique and source of recreation for the public.

     As affirmed by the record of votes of the members of your
Committee on Economic Development that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 99 and recommends that it pass Second Reading and be
referred to the Committee on Ways and Means.
