substantially similar to House bills as noted.   Please focus your
testimony on the differences, if any, between the House and Senate
measures identified below.

HB 2736 HD1   RELATING TO IDENTITY THEFT                    CPN, JDC
              Makes it a criminal offense to use another person's
              information, without authorization, to obtain credit,
              goods, money, services, or anything or value. (HB2736
              HD1)  (AHU ISA/ CASE/ YONAMINE/ HAMAKAWA/ ITO/ LEE/
              GOODENOW/ TAKAI/ CHANG; Herkes, Saiki, Suzuki

HB 2129 HD1   RELATING TO PAWN BROKERS AND SECONDHAND       CPN, JDC
(Sim. to SB 3075)    DEALERS
              Requires secondhand dealers and pawn brokers ("dealers")
              to legibly record information upon receipt of an article.
              In addition, amends bill by adding a new phrase
              "government issued identification," proof of which must
              be provided to the dealers in any transaction.  (HB2129

HB 2123 HD2   RELATING TO WAGES AND TIPS OF EMPLOYEES            CPN
              Protects employees who receive or may receive tips or
              gratuities during the course of employment from having
              these amounts withheld or credited to their employers.

HB 2986 HD2   RELATING TO STATE RISK MANAGEMENT AND         CPN, WAM
(Sim. to SB 3043)    INSURANCE ADMINISTRATION
              Grants the comptroller authority to establish a captive
              insurance company, which will be owned by the State, to
              insure the general liabilities of state agencies pursuant

 
              to chapter 41D, Hawaii Revised Statutes.  (HB2986 HD2)

HB 2983 HD1   RELATING TO CAPTIVE INSURANCE                      CPN
(Sim. to SB 3192)    Provides for the establishment of class 5 captive
insurance companies as reinsurance or excess insurance companies.  (HB2983
HD1)  (MENOR)

HB 2218 HD1   RELATING TO INSURANCE                         CPN, WAM
              Authorizes expenditures out of the captive insurance
              administrative fund for promotional activities.  (MENOR
              (BR))

HB 2148       RELATING TO MOTORCYCLE AND MOTOR SCOOTER      CPN, JDC
              Establishes the good faith defense for motorcycle and
              motor scooter insurance violations.  (HAMAKAWA)

HB 2604 HD2   RELATING TO TAXATION                          CPN, WAM
(SB 2945)        Imposes the use tax on contracting imported for resale or
              use in Hawaii.  Provides pyramiding relief from the
              general excise tax for the sale of amusements.  Provides
              a lower public service company tax rate on
              telecommunications services and transportation services
              that are resold.  Clarifies Acts 70 and 71, Session Laws

prior to the hearing. Testimony may also be faxed if less than 5 pages in

6659 (toll free for neighbor islands), at least 24 hours prior to the
hearing.  When faxing, please indicate to whom the testimony is being
submitted, the date and time of the hearing, and the required number of
copies needed for submittal.

participate in the public hearing process (i.e., sign language
interpreter, wheelchair accessibility, or parking designated for the
disabled), please contact the committee clerk 24 hours prior to the
hearing so arrangements can be made.
