        DECISION MAKING ON THE FOLLOWING MEASURES
            (Deferred from February 11, 2000)

SB 2494    RELATING TO EMPOWERMENT OF THE BLIND         HHS, WAM
           Allows Randolph-Sheppard  revolving  account  to be
           used to hire private  attorneys if Attorney General
           is unwilling to  provide counsel; requires transfer
           of funds annually.

SB 2930    RELATING TO CONTROLLED SUBSTANCES            HHS, JDC
           Expands subpoena  powers  of  Department  of Public
           Safety;  amends  Schedule  II  and  III;  clarifies
           language related  to  offense  of visiting mulitple
           physicians   to    unlawfully   obtain   controlled
           substance prescriptions.

SB 2931    RELATING TO CONTROLLED SUBSTANCES            HHS, JDC
           Amends Hawaii  Revised  Statutes  to  be consistent
           with federal listings of Schedule I opiates.

SB 2183    RELATING TO HEALTH CARE                      HHS, JDC
           Makes it a class  C  feleony to intimidate a health
           care worker.

SB 2184    RELATING TO HOSPITAL VIOLENCE                HHS, JDC
           Requires all hospitals  to  have security plans and
           provides criteria; requires reporting.

SB 2735    RELATING TO PATIENT SAFETY                   HHS, WAM
           Prohibits  unlicensed   personnel  from  performing
           certain acts in  hospitals;  sets  nurse to patient
           ratios; allows waivers.

SB 2655    RELATING TO HEALTH                           HHS, CPN
           Establishes  expidited  appeal  process  of managed
           care plan's  decisions;  establishes  standards for
           medical necessity.

SB 2254    RELATING TO PRIVACY OF HEALTH CARE 
           INFORMATION                                  HHS, JDC
           Requires  records  of  disclosure  of  health  care
           information to be retained for five years.

SB 2375    RELATING TO PRIVACY OF HEALTH CARE 
           INFORMATION                                  HHS, JDC
           Allows Office  of  Information  Practices  to bring
           action of injunctive relief and related enforcement
           actions.
