          Authorizes the development of a heliport on the
          Olowalu Sanitary Landfill site to service the West
          Maui area.

          Prohibits the land use commission and the county
          zoning agency from imposing a condition on an
          application where the area of concern covered by the
          condition was addressed by the other agency. 

HB 2835   RELATING TO WATERSHED PROTECTION         WLU, FIN
          Establishes a watershed protection trust fund to
          fund public and private watershed management
          projects benefiting water quality; water quantity,
          and general watershed values within designated
          watershed areas.  Establishes a review board to
          identify watershed management areas.  Imposes a
          watershed protection tax.  Effective 07/01/01.

          Limits a land reclassification to the urban district
          to a five-year period, unless before the end of the
          period, the Land Use Commission finds there has been
          substantial progress in the urban development of the
          lands.

HB 2573   RELATING TO THE SPECIAL FUNDS OF THE LAND
          DIVISION.                                WLU, FIN
          Allows for the deposit moneys collected from lessees
          of public lands within industrial parks into the
          Special Land and Development Fund.  Abolishes the
          Industrial Park Special Fund and transfers the fund
          balance and liabilities to the Special Land and
          Development Fund.

HB 2578   RELATING TO THE NATURAL AREA RESERVE FUND   WLU, FIN
          Authorizes the one-time transfer of $500,000 from
          the Fund, to the General Fund for 2000-2001.

          Limits government landowner liability by amending
          definition of "land" to include government owned
          lands.

HB 2656   RELATING TO LANDOWNERS' LIABILITY        WLU, JHA
          Limits government landowner liability by amending
          definition of "land" to include government owned
          lands.

HB 2668   RELATING TO PUBLIC LAND                  WLU, JHA
          Declares that the government is not liable for
          accidents and injuries occurring on unimproved
          public land.  Repeals Act 190, SLH 1996.

HB 2667   RELATING TO LIMITED LIABILITY FOR COUNTIES  WLU, JHA

 
          Limits counties' liability for hazardous
          recreational activities including animal riding,
          hiking, off-road motorcycling, hang gliding, rodeo,
          sport parachuting, among other activities, except
          when death or injury occurred as a direct result of
          county's failure to warn when the county had actual
          knowledge of physically hazardous conditions, or
          physically hazardous condition not known or would
          not have been known to reasonably prudent person, or
          for gross negligence, recklessness, or wilful,
          wanton, deliberate conduct.

HB 2052   RELATING TO LAND USE                     WLU, JHA
          Includes a trespasser entering private land for any
          purpose in the definition of a recreational user for
          the purpose of landowner liability.
