Report Title: Hawaii Port Authority

Description: Establishes the State of Hawaii port authority as a special political subdivision without home rule powers. Transfers the functions, duties, and powers exercised by the department of transportation over aeronautics, airports, and commercial harbors to the port authority. Exempts the port authority from state personnel, procurement, collective bargaining, administrative procedure, and other laws.
