A BILL FOR AN ACT

 

authorizing the issuance of general obliGatioN bonds and making an appropriation for improvements to the Antone Vidinha Stadium Complex, Waimea High school district swimming pool, and Kokee road safety improvements and emergency escape ramps.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $2,650,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2001-2002 for the following projects for the department of education, department of land and natural resources, and department of transportation to include improvements to county of Kauai facilities in their respective budgets.

SECTION 2. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2001-2002:

DEPARTMENT OF EDUCATION

A. Regional Stadium Complex

Antone Vidinha Stadium Complex $1,500,000

(Baseball Lighting and Grandstand

Improvements-$800,000, Rubberized Track-$700,000)

Improvements over the next six years to include renovation of football/soccer field, new baseball field lighting, construction of 400 meter rubberized track at existing stadium complex. Development of ten-acre site to include site grading, utilities and drainage, landscaping, construction of tennis courts, 50 meter swimming pool, multi-purpose gymnasium/arena, locker room, restroom facilities and additional parking. Improvements would attract tournaments and semi-pro and professional sports and a more competitive atmosphere for the school track events.

B. Waimea High School/District Swimming Pool $ 550,000

(Renovation-100%)

Plans/Design $ 50,000

Construction $550,000

This project consists of restoring and renovating a thirty-three-year old pool to meet department of health regulations (replacing entire plumbing system, re-plastering pool shell, re-molding chlorination room, replacing diving boards and ladders, installing handicap ramp and lift, and installing new chlorination system). The Waimea swimming pool is utilized by hundreds of students from Waimea high school for their physical education and athletic departments. Renovations and improvements are needed to comply with health and federal regulations. Currently, the Waimea pool is the only county pool available for the public usage on the westside of Kauai.

DEPARTMENT OF TRANSPORTATION/DEPARTMENT OF LAND AND NATURAL RESOURCES

C. Kokee Road Safety Improvements and Emergency Escape Ramps

Realignment and Reconstruction of Portion-100%) $ 600,000

Plans, right-of-way acquisition, realignment, widening, construction, reconstruction, and safety improvements to Kokee Road to escape ramps. Kokee State Parks and Waimea Canyon are the most publicized and frequented attractions on Kauai. Kokee Road is the major access to the state park and also to federal installations located on the Kokee Road. The roadway has a narrow pavement section, steep grade, narrow shoulders, including emergency escape ramps, widen, realign, or reconstruction of the roadway and safety improvements, such as guardrails and drainage improvements.

SECTION 3. The sums appropriated for the respective capital projects set forth in section 2 shall be expended by the designated expending agency for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2001.
