A BILL FOR AN ACT

 

relating to capital improvement projects for the benefit of the fifty-first representative district.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2001-2002.

1. To be expended by the department of accounting and general services:

A. Waimanalo elementary school, Oahu

Sprinkler system for the campus $1

B. Lanikai elementary school, Oahu

Community center building (Incorporating Administrative Office, Cafeteria, Work and Meeting Space, and Performance Space). Includes adequate infrastructure for Lanikai's status as a Civil Defense Emergency Shelter.

Design and Fund Plan Development $250,000

Temporary Facilities during

Construction $200,000

Administration Office and Auditorium portion of new construction: $350,000

Total State Funding $800,000

Note: Total cost is estimated at $2.5 million. Lanikai is requesting one-third from the state and will raise the remainder from private sources.

C. Blanche Pope elementary school, Waimanalo, Oahu

Playground Structure.

Structure cost: $ 20,000

Surfacing, ADA compliance, labor and miscellaneous:

$ 30,000

Total $ 50,000

2. To be expended by the department of transportation:

For the purpose of increasing the pace of work on the following capital improvement projects:

(A) S220 – Kalanianaole Highway roadside barrier from Hanauma Bay to Sandy Beach, Oahu (construction)

(B) S260 – Kalanianaole Highway, rockfall protection at Makapuu, Oahu (design and construction)

(C) S275 – Kalanianaole Highway improvements, realign highway, Makapuu, Oahu (land acquisition and design)

(D) S276 – Kalanianaole Highway improvements, retaining wall, Makapuu, Oahu (design)

$1

(E) Bypass tunnel through Makapuu point to mitigate the effects of future rockslides (planning and design)

$1

(F) For the design and construction of a new access road to Kailua High School from Kalanianaole Highway. The design and construction funds shall not be taken from either the department of education or the department of public safety.

3. To be expended by the department of Hawaiian home lands:

(A) Renovate the Waimanalo wastewater treatment facility in order to:

1. Accommodate the development of additional Hawaiian homesteads in Waimanalo;

2. Comply with present federal water pollution control standards; and

3. Improve the facility's functional and operational efficiency.

Total: $ 20,000,000

4. To be expended by the department of agriculture:

For the repair and maintenance of the Kailua Reservoir in Waimanalo

$500,000

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2001.
