HOUSE CONCURRENT

RESOLUTION

 

SUPPORTING the kamehameha highway BEAUTIFICATION project.

 

 

WHEREAS, Hawaii residents and visitors alike often enter Aiea by traveling on the portion of Kamehameha Highway located adjacent to Pearl Harbor at Halawa; and

WHEREAS, this entrance to Aiea is heavily traveled by tourists visiting attractions that include USS Arizona Memorial Visitor Center, the USS Bowfin Submarine Museum and Park, and the USS Missouri; and

WHEREAS, the Department of Transportation has submitted a request for an appropriation of $750,000 for a Kamehameha Highway Improvement Project as a Capital Improvement Program Project, Capital No. S309, in the State's budget request for Fiscal Biennium 2001-2003 that is now awaiting approval by the Legislature; and

WHEREAS, community groups, in particular the Aiea Neighborhood No. 20, have supported the Kamehameha Highway Improvement Project, which includes beautification and upgrading the appearance of Kamehameha Highway, especially the area adjacent to Pearl Harbor at Halawa in the vicinity of the USS Arizona Memorial Visitor Center, the USS Bowfin Submarine Museum and Park, the entrance to Ford Island, the USS Missouri, Aloha Stadium and its surrounding environment up to and including Honomanu Street; and

WHEREAS, the Kamehameha Highway Improvement Project will:

(1) Upgrade existing traffic signals, guardrails, bridges, and overhead sign structures and drainage system in that corridor;

(2) Lengthen certain existing left and right turn lanes to accommodate more motor vehicles; and

(3) Beautify the area by cleaning and landscaping the shoulder and median areas; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the Senate concurring, that the Department of Transportation is urged to consult with the Navy at Pearl Harbor, the City and County of Honolulu, and the Aiea Neighborhood Board No. 20 to accomplish the beautification and upgrading of the Kamehameha Highway located adjacent to Pearl Harbor at Halawa, especially the area in the vicinity of the USS Arizona Memorial Visitor Center, the USS Bowfin Submarine Museum and Park, the entrance to Ford Island, the USS Missouri, Aloha Stadium and its surrounding environment up to and including Honomanu Street; and

BE IT FURTHER RESOLVED that the Senate Committee on Ways and Means and the House Committee on Finance, respectively, and the Governor are urged to approve the appropriation for Capital Improvement Project, Capital Number S309, so that the beautification and upgrade of the Kamehameha Highway area adjacent to Pearl Harbor at Halawa can be completed; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to Governor Benjamin Cayetano; the President of the Senate; the Speaker of the House of Representatives; the Chairs of the Senate Committee on Ways and Means and the House Committee on Finance, respectively; the Director of Transportation; the Mayor of Honolulu; the Commander in Chief, Pacific; and the Chairperson of Aiea Neighborhood Board No. 20.
