RESOLUTION
REQUESTING THE DEVELOPMENT OF A COMMUNITY-BASED HAZARDOUS MATERIAL EXPOSURE RESPONSE PLAN.
WHEREAS, the recent handling of a potential public health crisis regarding mercury exposure in Aiea left many residents concerned over the conflicting and insufficient information in the community; and
WHEREAS, although the response by emergency personnel was extremely helpful, there is a need for more timely communication with the public so that victims and others can receive prompt assistance and to alleviate public fears and misconceptions that arise because of the lack of information; and
WHEREAS, since this emergency initially and primarily affected children in the public schools, it is important to conduct a timely and thorough evaluation of the hazardous material removal response and its impact on the community involving both health and hazardous material removal professionals and key community liaisons to better prepare for future incidents; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the Senate concurring, that the Department of Health (DOH) is requested to develop a community-based hazardous material exposure response plan that will ensure prompt communication as well as coordinated services in the affected communities; and
BE IT FURTHER RESOLVED that the Department of Education (DOE), other state and county agencies, and community agencies and individuals, as needed, assist DOH in the development of this response plan; and
BE IT FURTHER RESOLVED that DOH and DOE submit the response plan, together with findings, recommendations, and proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2002; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health and the Superintendent of Education.
