A BILL FOR AN ACT

 

MAKING AN APPROPRIATION TO STUDY THE FEASIBILITY OF CREATING A LOOKOUT AT HO'OKIPA ON THE HANA HIGHWAY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the Ho'okipa area of the Hana highway on Maui is a very popular area for visitors who want to stop and enjoy its scenic beauty as well as residents participating in recreational activities such as windsurfing, body boarding, and surfing. The legislature further finds that the congestion created by the increased traffic from both residents and visitors who stop in the area is hazardous because of the narrow shoulders along the highway and the lack of a rest stop or turn-in.

The purpose of this Act is to provide funds to study the feasibility of creating a Ho'okipa lookout and rest area for persons wishing to view the scenery and recreational activities, and thereby reduce hazardous traffic conditions and congestion.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2001-2002, to study the feasibility of creating a lookout at Ho'okipa on the Hana highway, Maui. As part of the feasibility study the department shall review proposed site locations near Ho'okipa Park to determine the best site for a lookout along the Hana highway.

SECTION 3. The sum appropriated shall be expended by the department of transportation for the purposes of this Act.

SECTION 4. This Act shall take effect on July 1, 2001.
