SENATE CONCURRENT

RESOLUTION

 

requesting the food industry and other interested parties, with the cooperation of the department of health and the counties, to contract with an expert consultant to conduct a comprehensive analysis of hawaii's solid waste and litter situation.

 

WHEREAS, Hawaii currently lacks a workable, comprehensive solid waste management program and as a result, the State's landfills and roadsides have the potential to become overburdened with trash and litter; and

WHEREAS, there is a need to develop such a comprehensive solid waste management program which will ensure that every type of material in the solid waste and litter streams is addressed; and

WHEREAS, such a program should emphasize recycling all materials for which recycling is a feasible option; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2001, the House of Representatives concurring, that the food industry and other interested parties, with the cooperation of the Department of Health and the counties, is requested to contract with an expert consultant to conduct a comprehensive analysis of the State's solid waste and litter situation to come up with the best possible solutions; and

BE IT FURTHER RESOLVED that the solution driven analysis shall determine solutions to alleviate the burden on the landfills in the State, reduce litter, and encourage the recycling of all recyclable materials; and

BE IT FURTHER RESOLVED that the food industry shall submit a report of its findings to the Legislature no later than twenty days prior to the convening of the Regular Session of 2002; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the National Soft Drink Association, the Grocery Manufacturers of America, the Hawaii Food Industry Association, the Distilled Spirits Council of the United States, the Wine Institute, Coca Cola Bottling Company of Hawaii, Pepsi-Cola Bottling Group, Anheuser-Busch Companies, the Director of Health, and the Mayor of each county.
