SENATE CONCURRENT

RESOLUTION

 

REQUESTING THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII TO INVESTIGATE THE SECTION 8 HOUSING POLICY IN THE STATE AND COUNTIES.

 

WHEREAS, the Housing Choice (section 8) voucher program is the federal government's major program for assisting very low-income families, the elderly, and disabled to rent decent, safe, and sanitary housing in the private marketplace; and

WHEREAS, section 8 vouchers are administered locally by the Housing and Community Development Corporation of Hawaii and county housing agencies that receive federal funds from the U.S. Department of Housing and Urban Development; and

WHEREAS, for certain section 8 housing categories, a qualifying housing assistance applicant may apply for a section 8 voucher from either the State or county; and

WHEREAS, in that situation, the State and counties appear to be duplicating services that could just as well be provided by one agency; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the House of Representatives concurring, that the Housing and Community Development Corporation of Hawaii is requested to investigate the section 8 housing policy in the State and counties to determine whether there is a duplication of efforts by such agencies and whether either the State or the counties should assume all of the responsibilities and duties of administering the section 8 program; and

BE IT FURTHER RESOLVED that the Housing and Community Development Corporation of Hawaii is requested to report its findings with respect to the above issues and any other findings that relate to the section 8 program and make its recommendations, in consultation with the various county housing agencies and the U.S. Department of Housing and Urban Development, to the Legislature no later than twenty days before the convening of the 2002 legislative session; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Housing and Community Development Corporation of Hawaii, to the directors of the housing agencies of the various counties, and to the Director of the Hawaii office of the U.S. Department of Housing and Urban Development.
