THE SENATE

S.R. NO.

21

TWENTY-FIRST LEGISLATURE, 2001

STATE OF HAWAII

SENATE RESOLUTION

requiring all upper level representatives from the office of the attorney general, department of education, and department of health TO spend one day observing felix students and programs.

WHEREAS, the State of Hawaii is committed to achieving full compliance with the Felix Consent Decree by December, 2001; and

WHEREAS, in the movement towards full compliance, a wide variety of programs are being conducted at great public expense for students in the Felix class; and

WHEREAS, upper level representatives from the Office of the Attorney General, Department of Education, and Department of Health cannot fully ascertain the effectiveness of the programs they are administering unless they actually see first hand services being provided to Felix class children; and

WHEREAS, the Hawaii State Teachers Association is the primary professional organization for many of the direct providers of service to Felix class children, making it well suited to determine which schools could best illustrate to visitors the challenges and successes encountered in the movement to full compliance; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2001, that this body requires all upper level representatives from the Office of the Attorney General, Department of Education, and Department of Health who are involved with the Felix Consent Decree issue to spend one day, at a public school chosen by the Hawaii State Teachers Association observing Felix students and programs; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Education, Superintendent of Education, Attorney General, Director of Health, and the Hawaii State Teachers Association.
