Sir:

Your Committee on Water, Land, Energy and Environment, to which was referred Governor's Message No. 162, submitting for study and consideration the nominations of:

PUANANI ROGERS, to the Environmental Council for a term to expire June 30, 2004;

begs leave to report as follows:

Upon review of the testimony and the statements submitted by the nominee, your Committee finds that Puanani Rogers has the necessary character, experience, and qualifications to serve on the Environmental Council.

Puanani Rogers is active in numerous community organizations, including Ho`okipa Network, which she co-founded, Kauai Historical Society, Ka Lahui Hawaii, Ahupua`a Action Alliance, and Kauai Makihana Festival. A graduate of Kamehameha Schools, Ms. Rogers attended Kauai Community College, and has worked as a receptionist, real estate agent, and a musician. Her extensive community contacts knowledge of environmental and cultural issues will be an asset to the Environmental Council.

As affirmed by the record of votes of the members of your Committee on Water, Land, Energy and Environment that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
