Sir:

Your Committee on Water, Land, Energy and Environment, to which was referred Governor's Message No. 184, submitting for study and consideration the nominations of:

P. ROY CATALANI, ISAAC FIESTA, JR., and PETER YUKIMURA, to the Land Use Commission, for terms to expire June 30, 2005;

begs leave to report as follows:

Upon review of the testimony and the statements submitted by the nominees, your Committee finds that P. Roy Catalani, Isaac Fiesta, Jr., and Peter Yukimura, have the necessary character, experience, and qualifications to serve on the Land Use Commission (LUC).

Testimony in support of all the nominees was received from the Chairman of the LUC. Testimony in support of P. Roy Catalani was submitted by the Department of Land and Natural Resources, Sierra Club Hawaii Chapter, and five individuals. Testimony in support of Isaac Fiesta, Jr., was submitted by ILWU Local 142 and Sierra Club Hawaii Chapter. Testimony in support of Peter Yukimura was submitted by the Kauai Economic Development Board.

P. Roy Catalani is an attorney in private practice with Goodsill Anderson Quinn & Stifel. He is the former deputy director of the Office of State Planning. Mr. Catalani received his undergraduate and law degrees from the University of Oregon, and has been a member of the Hawaii State Bar since 1988. In addition to his membership on the LUC, he is active in numerous legal organizations.

Isaac Fiesta, Jr., is a business agent with ILWU Local 142 and has been a member of the LUC since 1997. He served on the Rural South Hilo organization board and the Hamakua Task Force, as well as one term on the County Planning Commission. A lifelong resident of the Big Island, Mr. Fiesta brings a strong community focus to the Commission.

Peter Yukimura is president of Koa Trading Company, Inc., and has been a small business owner since the 1970s. He is a graduate of the University of Hawaii and a lifetime member of the Disabled American Veterans. Mr. Yukimura is active in numerous professional and community organizations and was the SBA Small Businessman of the Year for Kauai in 1985.

As affirmed by the record of votes of the members of your Committee on Water, Land, Energy and Environment that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
