Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 223, submitting for study and consideration the nomination of:

STATE BOARD OF CHIROPRACTIC EXAMINERS

STEVEN J.T. CHOW, for a term to expire June 30, 2005,

begs leave to report as follows:

Your Committee received testimony in support of the nominee from the Department of Commerce and Consumer Affairs.

Your Committee finds that Steven J.T. Chow has been serving as the public member of the Board of Chiropractic Examiners since July 21, 1997, where he plays an active role and contributes constructively. Mr. Chow has also served as the Director and secretary of Prevent Child Abuse Hawaii from 1995 to present and as Moderator and Coordinator of Wahiawa People's Law School from 1990 to present. He is currently a practicing attorney with Matsumoto, LaFountaine & Chow, Attorneys at Law.

Your Committee finds that the nominee has been appointed based upon his credentials, integrity, and a desire to improve Hawaii's health care through service on the Board of Chiropractic Examiners.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
