Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 271, submitting for study and consideration the nomination of:

BOARD OF PSYCHOLOGY

EVELYN H. YANAGIDA, Ph.D., for a term to expire June 30, 2005,

begs leave to report as follows:

Your Committee received testimony in support of the nomination from the Hawaii Psychological Association and two individuals.

Evelyn Yanagida received her doctorate degree in psychology from the University of Hawaii and is licensed to practice in the State of Hawaii. Dr. Yanagida is manager of the Sex Abuse Treatment Center at Kapiolani Medical Center, maintains a private practice in psychology, and serves as a consultant to the Children's Advocacy Center. The nominee's prior experience in the field of psychology includes serving as Director of the Kapiolani Counseling Center, as a school psychologist with the Department of Education, as a staff psychologist with Waimano School and Hospital, and as a lecturer with Leeward Community College.

Upon review of the testimony and statement submitted by the nominee, your Committee finds that the nominee has the necessary character, experience, and qualifications to serve on the Board of Psychology.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
