Your Committee on Ways and Means, to which was referred H.B. No. 1233, H.D. 1, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO YOUTH SERVICES,"

begs leave to report as follows:

The purpose of this measure is to clarify the services of the youth services centers of the Office of Youth Services, and to appropriate moneys for youth services centers and the Hookala diversion lock-up program.

Testimony in support of this measure was submitted by the YMCA of Honolulu, Hale `Opio Kaua`i, Inc., Office of Youth Services, and Boys and Girls Club of Hawaii.

Your Committee finds that the Hawaii Youth Service Centers provide an array of services to youth through delinquency prevention, intervention, and community empowerment programs. Your Committee further finds that the Hookala diversion lock-up program provides much needed crisis management services for juveniles and their families to address issues surrounding the arrest and to divert the juvenile from further contact with the juvenile justice system.

Upon further consideration, your Committee has amended this measure by changing the appropriation amount to $2 for the purpose of promoting continuing discussion.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1233, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1233, H.D. 1, S.D. 2.
