Your Committee on Transportation, Military Affairs and Government Operations, to which was referred H.B. No. 514, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO DEPUTY ATTORNEYS GENERAL,"

begs leave to report as follows:

The purpose of this measure is to enable deputy attorneys general to perform such duties as the attorney general may require, regardless of the source of funding for deputies' compensation, without jeopardizing the source of funding.

Your Committee received testimony in support of this measure from the Department of the Attorney General ("Department").

Your Committee finds that under existing law, deputy attorneys general whose positions are funded by sources other than the Department's budget are often expected to service only the entities providing the funds for that deputy's salary.

Your Committee further finds that as a result, non-general funded deputies have more or less work than other deputies at any given time. This measure will enable the attorney general to assign non-general funded deputies as necessary, without jeopardizing the source of funding for that deputy. Your Committee finds that this measure will enable the attorney general to more efficiently utilize the personnel in the Department.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 514, H.D. 1, and recommends that it pass Second Reading and be referred to the Committees on Judiciary and Ways and Means.
