Your Committee on Water, Land, Energy and Environment, to which was referred H.B. No. 534 entitled:

"A BILL FOR AN ACT RELATING TO FUNCTIONAL PLANS,"

begs leave to report as follows:

The purpose of this measure is to transfer the responsibility of developing guidelines for the preparation of state functional plans from the Department of Budget and Finance to the Office of Planning.

Testimony in support of this measure was received from the Department of Budget and Finance and Hawaii Audubon Society.

Your Committee finds that the Office of Planning is the statewide agency responsible for implementation of the Hawaii State Planning Act. The functional plans are an integral part of statewide planning and the changes proposed in this measure are consistent with the responsibilities of the Office.

As affirmed by the record of votes of the members of your Committee on Water, Land, Energy and Environment that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 534 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
