Your Committee on Commerce, Consumer Protection and Housing, to which was referred H.B. No. 539, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE HOUSING AND COMMUNITY DEVELOPMENT CORPORATION OF HAWAII,"

begs leave to report as follows:

The purpose of this measure is to establish a resident advisory board or boards comprised of residents who are directly assisted by the Housing and Community Development Corporation of Hawaii(HCDCH) under the federal public housing and section 8 tenant-based assistance programs.

Testimony in support of this measure was submitted by the Housing and Community Development Corporation of Hawaii.

Your Committee finds that federal law requires that resident advisory boards be established to assist and make recommendations regarding the development of the public housing agency plan by the HCDCH. The HCDCH currently has an interim board in place, and this measure would establish a permanent board in compliance with federal law.

Your Committee has amended this measure by replacing its contents with the contents of S.B. No. 1015, S.D. 1, which are substantively similar, except that the adoption of rules in S.B. No. 1015, S.D. 1, is discretionary.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 539, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 539, H.D. 1, S.D. 1.
