Sir:

Your Committee on Ways and Means, to which was referred H.B. No. 730, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF HAWAII,"

begs leave to report as follows:

The purpose of this measure is to redistribute the allocation of the total amount of indirect overhead revenues generated by the University of Hawaii from research and training programs.

Specifically, this measure deposits one hundred per cent of the revenues to the University of Hawaii research and training revolving fund. Furthermore, this measure authorizes the University of Hawaii Board of Regents to transfer any portion of those revenues from the research and training revolving fund to the discoveries and inventions revolving fund or to the University of Hawaii housing assistance revolving fund.

Your Committee finds that present law distributes the revenues among the three revolving funds under specified percentages. This measure accordingly grants the University greater autonomy in the utilization of those revenues generated through the University's own programs.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 730, H.D. 1, and recommends that it pass Third Reading.
