Your Committee on Ways and Means, to which was referred S.B. No. 1084, S.D. 1, entitled:

"A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION FOR EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to make an unspecified emergency appropriation to the Department of Education for fiscal year 2000-2001 to enable the State of Hawaii to fulfill the requirements of the Felix v. Cayetano consent decree.

Your Committee finds that this measure is recommended by the Governor for immediate passage in accordance with section 9 of Article VII of the state constitution.

Your Committee has amended this measure by changing the amount of the emergency appropriation to $33,390,244, and specifying the amount by which the appropriation will exceed the executive general fund appropriation ceiling.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1084, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1084, S.D. 2.
