Your Committee on Health and Human Services, to which was referred S.B. No. 1127 entitled:

"A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION TO THE CHILD AND ADOLESCENT MENTAL HEALTH DIVISION,"

begs leave to report as follows:

The purpose of this measure is to authorize an emergency appropriation out of the general and special funds to the Department of Health for services provided by the Child and Adolescent Mental Health Division.

Testimony in support of this measure was submitted by the Department of Health and the State Attorney General.

Your Committee finds that this emergency appropriation is needed for compliance with the Felix consent degree, which requires the Department of Health to provide all related mental health services that are necessary for a child to benefit from the child's education. Your Committee also finds that unanticipated increases in residential, school-based, and other services provided to Felix-eligible children, and the additional commitment made by the revised consent decree has the Department of Health exceeding its expenditures for fiscal year 2001. Your Committee left the dollar amounts at $1, but urges the Committee on Way and Means to adopt the amounts needed by the Department of Health.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1127 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
