Sir:

Your Committee on Health and Human Services, to which was referred S.B. No. 1129 entitled:

"A BILL FOR AN ACT RELATING TO SAFE DRINKING WATER,"

begs leave to report as follows:

The purpose of this measure is to reduce the use of lead-containing products in drinking water distribution systems.

Your Committee received testimony supporting this measure from the Hawai'i Department of Health.

Your Committee finds that there has been a substantial reduction of lead in the State's drinking water. However, further reduction is necessary. It has been determined that fittings and fixtures made out of lead-containing materials such as brass continue to contribute quantities of lead to drinking water. This measure will reduce the amount of lead allowable in these fixtures in compliance with federal law.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1129 and recommends that it pass Second Reading and be referred to the Committee on Commerce, Consumer Protection and Housing.
