STAND. COM. REP. NO.663

Honolulu, Hawaii

, 2001

RE: S.B. No. 1362

S.D. 2

Honorable Robert Bunda

President of the Senate

Twenty-First State Legislature

Regular Session of 2001

State of Hawaii

Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 1362, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO COACHES,"

begs leave to report as follows:

The purpose of this measure is to ensure adequate compensation for coaches who coach for the Department of Education.

Specifically, the bill appropriates funds to increase the base allocations of coaches who are employed by the Department of Education in other capacities by one hundred per cent and coaches who are not employed by the Department in other capacities by fifty per cent, to be paid on an allocation basis. The bill also requires that the allocation increase commensurate with the percentage increase collectively bargained for teachers.

Your Committee recognizes that coaches who are employed by the Department of Education are not affiliated with a collective bargaining unit. As a result, the allocation for Department of Education coaches has remained static for so long that it is now set at approximately fifty per cent of the national standards for school coaches. Your Committee believes that it is time to remedy this inequitable situation by ensuring adequate compensation for Department of Education coaches.

Your Committee has amended this bill by making technical nonsubstantive amendments for purposes of style, clarity, and consistency.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1362, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1362, S.D. 2.

Respectfully submitted on behalf of the members of the Committee on Ways and Means,
