Sir:

Your Committee on Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 203 entitled:

"A BILL FOR AN ACT RELATING TO BICYCLES,"

begs leave to report as follows:

The purpose of this measure is to permit bicyclists to signal a right turn by extending their right arm out horizontally.

Your Committee received testimony in support of this measure from the Hawaii Bicycle League and from Peoples Advocacy for Trails Hawaii (PATH).

Existing law, authorizing a right-turn signal only with the left arm, is anachronistic and was designed to promote safe operation of automobiles before widespread application of illuminated signal devices on cars.

Your Committee finds that allowing bicyclists to signal a right turn with their right arms will promote safety and will be better understood by motorists behind the cyclist.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 203 and

recommends that it pass Second Reading and be referred to the Committee on Judiciary.
